There are 2 categories, The People's Choice which will be voted on by the public and The Pro's Choice. I skimmed through the contest rules and regulations and found this concerning The Pro's Choice judging:
These entries will be judged by the Sponsor and an Avid customer, Chris Franklin of Big Sky Editorial in New York City. While the Sponsor will use reasonable efforts to review all entries, it reserves the right to review only the first 1,000 entries submitted.
So you might want to get your entry in early in case there's a stampede. Voting begins December 1, but you can upload your videos until December 31, which is weird. Obviously you should get your entry in by December 1 to maximize your chance of getting those public votes because winners will be announced the first week of January.
The People's choice winner receives a trip to the Sundance Film Festival in 2007. The Pro's choice winner goes to Sundance 2007 as part of the Avid team and has their entry shown throughout the festival. If your entry is one of the top 50 vote getters, you'll receive a free copy of Avid Xpress Pro software. All entries get a 6 month subscription to MovieMaker Magazine.
